Third Programme of the Union’s action in the field of health (“EU Health Programme”, 2014 – 2020)
Programme Description
The Health Programme is a funding instrument to support cooperation among EU countries and underpin and develop EU health activities.
The Health Programme serves four specific objectives:
- Promote health, prevent disease and foster healthy lifestyles through 'health in all policies',
- Protect EU citizens from serious cross-border health threats
- Contribute to innovative, efficient and sustainable health systems
- Facilitate access to high quality, safe healthcare for EU citizens.
Funding is provided based on annual work plans. Eligible projects contribute to the four specific objectives as well as to the priorities of the annual work plan.
The programme follows the principle of co-funding of the eligible project costs. The EU funding is up to 60% of the eligible costs.

Individual Consultation
- Please contact the EU-Liaison Officer for questions relating to the participation in the Framework Programme or other European programmes and for appointment for individual consultation.

Participant Identification Code (PIC)
- Please register your project proposal at the Participant Portal in response to a call for proposals in the EU Health Programme with the PIC 999881918 of the Medical Center – University of Freiburg.

- Applicants and Project Leaders of ongoing European projects should use the practical hints and reference documents provided at the Participant Portal and on the websites of the Executive Agency.

Consortium Agreement / Intellectual Property Rights
- Concluding a Consortium Agreement which regulates the internal governance as well as IPR between the project partners is mandatory in the EU Health Programme.
- The DESCA Model Consortium Agreement provides a comprehensive reference document and is used as template for the vast majority of consortium agreements. Its latest version is available here.
Project Implementation
Timesheets
- It is recommended that staff working on an European project should fill in the timesheets daily. Project Leaders should countersign the timesheets and forward them monthly to the Financial Department (Drittmittelverwaltung).
